🚨Solution Overview

The OTA Double Opt-In (DOI) platform is a specialized fraud prevention and revenue assurance solution designed for MTN Nigeria (MTNN). Its primary function is to eliminate "incomplete" service activations and protect subscribers from unwanted Value-Added Service (VAS) subscriptions.

By implementing a secure, user-interactive confirmation layer directly on the SIM card, the solution ensures that every subscription is explicitly authorized by the user, thereby meeting NCC (Nigerian Communications Commission) compliance standards and reducing revenue leakage. This initiative is being executed as a Proof of Concept (POC) to validate technical feasibility and commercial viability before full-scale rollout.

2. Business Problem & Objectives

In the current VAS ecosystem, incomplete activation flows can lead to revenue loss and customer dissatisfaction. The DOI solution addresses these specific challenges:

  • Revenue Leakage: Prevents loss of revenue from attempted but unverified subscriptions. Often, users initiate a service but drop off due to complex activation flows or lack of trust.

  • Customer Trust: Eliminating non-consensual subscriptions enhances brand trust and reduces calls to customer care regarding "services I didn't sign up for."

  • Regulatory Compliance: Ensures 100% adherence to NCC requirements for customer consent (Double Opt-In), mitigating the risk of regulatory fines.

Key Performance Indicators (KPIs)

The solution is architected to achieve the following performance targets:

  • Activation Uplift: Increase activation completion rates by at least 20%.

  • Delivery Success: Achieve a delivery success rate of β‰₯ 98% across diverse device types.

  • Latency: Maintain an End-to-End (E2E) latency of < 3 seconds to prevent user drop-off.

3. The User Experience (UX) Strategy

Unlike traditional SMS confirmations which can be ignored or delayed, this solution utilizes a Binary SMS (Class 2) approach to trigger an immediate, high-priority interaction on the user's device.

  1. Immediate Prompt: Upon selecting a service, the user receives a "Flash" or SIM Toolkit pop-up on their screen. This overlays other applications, demanding immediate attention.

  2. Clear Consent: The prompt explicitly asks (e.g., "Do you want to subscribe to Service X for N50?") with clear "Accept" and "Reject" options.

  3. Frictionless Response: The user replies with a single keystroke. This response is cryptographically secured and sent back to the network, completing the "Double Opt-In" loop instantly.

4. Strategic Implementation Phases

The project will follow a phased approach to ensure stability and measurability.

Phase 1: Proof of Concept (POC)

  • Duration: 3 Months.

  • Scope: Deployment in a test environment with a selected subscriber segment.

  • Goal: Validate integration with MTNN's provisioning systems and achieve the β‰₯98% delivery success target.

Phase 2: Production Rollout

  • Trigger: Successful sign-off on POC metrics (uplift and reliability).

  • Scope: Full integration with the live OTA/HSM and MSAP environments.

  • Goal: Handling the target load of 200 million transactions/month and scaling to support all VAS activation flows.
